Toms River outlines plan for in‑district special education school, parents press for details

District staff updated the board on planning for a proposed special education school and related grade‑configuration changes, saying planners are targeting a 2027–28 launch and that there will be no program changes for 2026–27.

Staff said the intent is to create capacity for students currently in out‑of‑district placements (the presenters said the district has about 118 out‑of‑district students) and to offer an in‑district option for roughly 144 students identified through child-study teams. Officials said placements would remain IEP‑driven and that parents would be consulted before any change. “It’s more important to do this right than to do it quickly,” the staff speaker said, describing site visits to countyspecial education schools and a phased planning timeline.

Public commenters urged more direct communication and questioned how inclusion at home schools would be preserved. Crystal Whitaker Southover asked how the district will reach non‑parent residents and reiterated that the hub timeline was set for 2027–28. Lily Panella said parents were not notified about reported changes to inclusion opportunities at one elementary school and asked how the district will ensure individual IEP decisions are respected; she also cited a 2014 finding alleging past segregation of special‑education students and asked how the district will avoid repeating prior mistakes.

District staff responded that related services would remain available in home schools where required by IEPs, that parent consent and IEP teams would guide any moves, and that the district will host public town halls and post FAQs online. No formal action was taken; staff said further planning, parent engagement and grant applications will continue over the coming year.

The board did not adopt a formal timeline beyond the target launch window and did not vote on any specific placements at the meeting.
