The Ridgefield Board of Education approved several revisions to its nondiscrimination and related policies at its March 24 meeting following discussion of a Title IX–related student policy.
Nut graf: Ms. Moore moved a slate of policy updates covering personnel and student nondiscrimination, Title IX alignment and related procedures. Mr. Paradiso warned the board the Title IX language "could wind up leaving the district open to potential litigation and loss of funding," citing ongoing investigations in other Connecticut districts. Supporters and counsel said the board, as agents of the state, is legally required to adopt the language and that legal counsel recommended consolidating and clarifying required procedures.
Board discussion focused primarily on policy 5145.5 (Title IX student series). Mr. Paradiso said he was "concerned that it's going to wind up leaving the district open to potential litigation and loss of funding" and listed several Connecticut districts under investigation. In response, Ms. Moore and others said the district must follow Connecticut law and State Department guidance; Ms. Moore said, "There is no debate that this is a legally required policy. We are legally required to adopt this policy." The board’s policy counsel and administrators explained the update reverts portions of policy language to reflect current Title IX interpretations and consolidates procedures the district must follow.
The board approved multiple policy changes in sequence: revisions to policies 4118.1/4218.1 (personnel nondiscrimination) carried unanimously; policy 5145.5 (Title IX student series) was approved after debate (vote reported in transcript as carried; tally reported elsewhere in the meeting as 6‑1); policy 0521 (community nondiscrimination) passed 6‑1; additional nondiscrimination and library/materials policies passed either unanimously or by a 6‑1 margin as recorded in the meeting. The board also rescinded several outdated policies (for example, policy 5134 on married/pregnant students) and approved new or revised procedures for library materials and curricular exemptions.
Karen, the district administrator who handles complaints, explained complaint handling protocols: she said she must review any hypothetical complaint with an open mind, follow Title IX regulations where applicable and then determine whether a matter proceeds under Title IX procedures or state nondiscrimination rules. "When we look at a Title 9, somebody would have to make a formal complaint to me under Title 9. We would look at what the allegations were..." she said, describing a stepwise review, dismissal authority and possible progression to litigation if a complainant chooses to file in court.
Ending: The revisions will be incorporated into district policy and the administration and legal counsel will continue to monitor state and federal developments that could prompt future edits. Several motions passed unanimously and several passed by a 6‑1 margin, per the meeting record; the transcript includes multiple references to following legal counsel and state guidance for future changes.
