City Administrator Carter Napier introduced a compensation plan discussion at the March 18 work session and identified two primary focus areas: understanding a step pay plan model and gathering Board feedback on a pay proposal incorporating that model.
Steve Thompson of BTA Consulting presented an analysis that focused on valuing positions to the City and assessing current compensation levels and structure. The Board discussed the rationale and implementation considerations for a step pay plan model.
The Board directed staff to prepare several deliverables: (1) a list of all positions that would result in an increase in classification under the proposal; (2) a comparison of compensation at 65% and 75% of market; (3) scenarios for one-time true-up payments ranging from 1% to 5% and the distribution of true-up percentages across pay grades; (4) evaluation of options to advance a portion of true-up costs into FY26; and (5) an analysis of a flat 4% increase across all employees. Those directives were recorded as the Board’s guidance; no formal compensation policy was adopted at the session.
Next steps: staff will assemble the requested comparisons and scenarios and return to the Board with quantified options and estimated fiscal impact.
