At the Nov. 21 meeting the Spencer City Council accepted staff’s recommendation to award the intermediate raw water pumping station contract at a price not to exceed $3,356,000. Zeda Hillis reported that six bids were opened on Nov. 19, 2024, with amounts ranging from $3,356,000.00 to $3,948,159.85. She said project funding will come from ARP funds, VBC ARP funds and some of the TDEC ARP funds received by Warren County Utility District (WCUD). Consultant James C. Hailey recommended the board accept the low bid not to exceed $3,356,000.
Alderman David Chandler moved to accept the recommendation to award the bid not to exceed $3,356,000; Vice Mayor Drew Campbell seconded. The council voted unanimously in favor: Aldermen Hensley, Nance, Campbell, Blankenship and Chandler voted yes. The motion passed.
Council discussion recorded the bid range and the funding sources; staff did not provide contractor identity in the minutes beyond the low-bid amount and recommended acceptance. Council directed staff to proceed with award and appropriate contract paperwork consistent with the funding sources cited.
