Spencer council adopts municipal code update, accepts EPA/TDEC fine and grants WCUD water franchise

Vice Mayor Campbell presided over the Sept. 26 City of Spencer meeting as the council adopted two ordinances and approved a budget amendment affecting the municipal code and utility operations.
The council adopted Ordinance 2024-4, an update and replacement to the municipal code relating to the municipal judge. Alderman Chandler moved for adoption and Alderman Nance seconded; the roll-call vote was recorded as Alderman Hensley Yes, Alderman Nance Yes, Vice Mayor Campbell Yes, Alderman Blankenship Yes and Alderman Chandler Yes. The motion carried.
The council also approved Budget Amendment #1 to add an EPA/TDEC fine resulting from a second-quarter 2024 violation for disinfection byproducts (HAA5). Alderman Blankenship moved to approve and Alderman Hensley seconded. The roll call was recorded as Alderman Hensley Yes, Alderman Nance Yes, Vice Mayor Campbell Yes, Alderman Blankenship Yes and Alderman Chandler Yes; the motion passed.
On the utility franchise matter, the council approved Ordinance 2024-5 granting WCUD and its successors the exclusive right to use and occupy public streets and places within the corporate limits of Spencer to construct, maintain and operate water and wastewater distribution and treatment works. Alderman Chandler moved to approve and Alderman Hensley seconded; the ordinance passed by the same unanimous roll-call votes.
Vice Mayor Campbell opened each item as a public hearing, and in each case "without any questions or concerns the public hearing was closed," after which the council proceeded to the final readings and votes.
The council did not record any dissenting comments during debate. The ordinances take effect as provided in their texts; the council did not specify additional implementation steps during the meeting.
