City Manager Richard Newbern presented the amendment request, which the minutes record as covering overtime tied to tax collection and training, payroll tax expenses, professional services and ARPA expenditures. Council Member Shane Savant moved to table the amendment; that motion resulted in a 2–2 tie, with Mayor Billy Yeomans voting against tabling. Council Member Gary Ates then moved to approve the amendment; Council Member Lonnie Tedders seconded, and the motion carried 3–2 with Mayor Yeomans breaking the tie. Council Members Savant and Carla Coley voted against approval.
The council did not adopt additional conditions on the amendment during the meeting. City staff will implement the line‑item changes within the general fund as described by the city manager.
