Cochran council sets FY2024 millage at rollback rate after 4–1 vote

City Manager Richard Newbern provided officials with calculations and options for council consideration.
No members of the public spoke during the hearing. Council Member Shane Savant asked clarifying questions about the calculations and public notice requirements and said he was concerned about rushing the decision, urging the council to take additional time to evaluate long-term impacts on city operations. Council Member Gary Ates moved to set the millage at the rollback rate of 10.875 mills; Council Member Lonnie Tedders seconded the motion.
The motion passed 4–1. Council Members Keith Anderson, Gary Ates, Andrew Lemmon and Lonnie Tedders voted in favor; Council Member Shane Savant voted against. The council did not adopt a higher rate and will apply the 10.875 mills for FY2024.
The action completes the formal step of setting the millage for the fiscal year; additional budget discussions and line-item decisions remain the council’s responsibility in subsequent meetings.
