Dickson County Commission approves series of funding resolutions, appointments and administrative reports

At its Nov. 18, 2019 meeting, the Dickson County Commission unanimously approved multiple resolutions authorizing capital outlay notes totaling up to $330,365 for emergency medical equipment, a pickup and solid-waste vehicles, amended the Drug Education Fund for two vehicles, confirmed appointments, and approved quarterly financial reports and the 2020 holiday schedule.
The Dickson County Commission met on Nov. 18, 2019, in Charlotte and unanimously approved several funding resolutions, appointments and routine administrative items. Chairman and County Mayor Bob Rial presided. The meeting opened at 7:00 p.m. and adjourned at 7:16 p.m.
The most consequential actions were four resolutions authorizing capital outlay notes. Resolution 11-2019-02 authorized issuance of EMA Equipment Acquisition Capital Outlay Notes, Series 2019, in an amount not to exceed $45,000 to acquire emergency medical equipment, including a 1996 Freightliner L70 tanker with fire equipment (motion by Commissioner Jeff Corlew; second by Commissioner Linda Hayes). Resolution 11-2019-03 authorized General Obligation Capital Outlay Notes, Series 2019, in an amount not to exceed $37,365, noted to include purchase of a 2020 pickup truck (motion by Commissioner Linda Hayes; second by Commissioner Jeff Spencer). Resolution 11-2019-06 authorized Solid Waste Department Capital Outlay Notes, Series 2019, in an amount not to exceed $248,000 to purchase sanitation and landfill equipment including a sanitation road truck, landfill trash container, a pull-around yard truck and a pickup (motion by Commissioner David Shepard; second by Commissioner Dwight McIllwain). All three resolutions passed by unanimous aye voice votes.
Separately, the commission approved Resolution 11-2019-05 to amend the County General Drug Education Fund (Fund 101) by $86,000 to purchase two vehicles (motion by Commissioner James C. Dawson; second by Commissioner Becky Spicer). That motion also passed unanimously.
The meeting confirmed two appointments: Robert James Comer was appointed to the Planning Commission District 12 (motion by Commissioner Jeff Spencer; second by Commissioner Becky Spicer) and Fritz Sander was re-appointed to the Board of Zoning & Appeals (motion by Commissioner Carl Buckner; second by Commissioner James C. Dawson). The commission also accepted and approved a list of notaries submitted to County Clerk Luanne Greer (motion by Commissioner David Shepard; second by Commissioner James C. Dawson). All votes on appointments and notaries were unanimous.
Commissioners approved administrative items including Quarterly Financial Reports for school funds ending Sept. 30, 2019 (motion by Commissioner Jeff Eby; second by Commissioner David Shepard), quarterly reports for all funds except schools for the quarter ending June 30, 2019 (motion by Commissioner Dwight McIllwain; second by Commissioner Randy Simpkins), and the 2020 holiday list (motion by Commissioner Stacey Batey; second by Commissioner Linda Hayes). Each passed by unanimous voice vote.
Under other business, Commissioner Jeff Spencer raised speed concerns on Beechwood Drive noting the absence of posted speed-limit signs; the Sheriff's Department will review and signs are to be posted. Spencer also asked about a $0.25 pay raise; County Mayor Bob Rial clarified that the raise applied only to full-time employees. Mayor Rial additionally noted that R-2 Planning and Zoning matters are under review. The commission set its next regular meeting for Dec. 16, 2019, and adjourned at 7:16 p.m.
Actions taken at the meeting were procedural and administrative in character and were recorded as unanimous aye voice votes; no contested or divided votes are recorded in the minutes.
