Dickson County commission approves budget amendments, Safe Baby Court grant contracts, road actions and R-2 rezoning moratorium

The Dickson County Commission at its Dec. 16 meeting approved several resolutions affecting county budgeting, roads, zoning and grant contracts.
Resolution 12-2019-01 authorized certain amendments to all county funds except those established for schools. The motion to approve the amendments was moved by Commissioner Dwight McIllwain and passed by unanimous aye voice vote.
Resolution 12-2019-02 authorized the county to enter into grant contracts with one or more Tennessee state departments for the provision of a Safe Baby Court. The minutes note that a portion of the funding would be disbursed to the county by the Tennessee Department of Mental Health and Substance Abuse Services. Commissioner Linda Hayes moved the resolution; Commissioner James C. Dawson seconded it, and the motion passed unanimously.
On transportation and property matters, Resolution 12-2019-03 closed Don T. Road, a roadway intersecting Spencer Mill Road between Doug Hill Road and Martin Road; the minutes record that adjoining landowners requested the closure. Resolution 12-2019-04 accepted dedication of Hillside Drive, part of the Rock Church Estates subdivision (final plats referenced), for addition to the county road map and county maintenance. The minutes identify James E. Elston Sr. and Rose L. Elston as the petitioners for the Hillside Drive dedication. Both road-related resolutions passed by unanimous aye voice votes.
The commission also adopted Resolution 12-2019-05, titled in the minutes as establishing "a Moratorium on rezoning real property in the County to R-2 (Residential District)." The minutes record the motion as a "Six (6) Moratorium"; the minutes do not specify the unit (for example, days or months) associated with the parenthetical notation. Commissioner Carl Buckner moved the moratorium and Commissioner Stacey Batey seconded; the motion passed unanimously.
Other business at the meeting included approval of First Quarter reports for all funds except schools and acceptance of a list of notaries submitted by County Clerk Luanne Greer. The commission adjourned at 7:15 p.m. The next regular session is scheduled for Jan. 21, 2020.
