Commission adopts permit-fee rounding, confirms appointment and approves notaries

At the April 27 meeting the Franklin County Commission adopted a Planning & Zoning resolution (4j-0426) directing the county planning office to round building-permit fees to the nearest nickel. The measure passed on a recorded vote (13 yes; 3 absent). The resolution instructs county permitting staff to apply the rounding policy to residential and commercial permits when collecting fees.
The board also voted to appoint Richard O'Keefe to the Board of Equalization to fill the term of Mike Yates through May 31, 2026. Commissioners approved an attached list of notaries public (motions on the record; recorded votes were unanimous among those present). There was no extended debate on the permit-fee change; commissioners said the item was intended to reduce transaction inefficiency around handling pennies.
During public comment, Kia Farris asked questions about the commission meeting process; Mayor Chris Guess responded and provided an explanation of procedures. The meeting adjourned at 6:20 p.m.
