The board voted to authorize an application to the Tennessee Department of Transportation's Governor's Highway Safety & Homeland Security Office for 2027 funding for impaired-driving and highway-safety work. The commission also authorized the county's application for a Tennessee Department of Economic & Community Development Three Star Program award intended to support local economic development efforts, and it approved applications for multiple substance-use prevention grants including two Drug Endangered Children (DEC) grants through the Tennessee Bureau of Investigation and programs administered by the Tennessee Department of Mental Health & Substance Abuse Services (lifeline peer project and established coalition funding).
Each measure was moved and seconded on the record; votes for every grant authorization were recorded 13 yes, 0 no, with three members absent. The motions give the county mayor and finance director authority to sign applications and to accept awards if the state agencies or federal programs make grants to Franklin County.
Commissioners said the package is intended to leverage state and federal funds rather than local tax dollars: the highway-safety and DEC grants are reimbursable awards and the Three Star application is a state economic-development program intended to support recruitment and project readiness. Finance staff will submit the required paperwork and process any awarded funds through the county's financial system.
