The finance presentation identified an approximate projected aggregate shortfall of about $210,000 across the three districts through May and June, based on higher-than-expected claims and the earlier lowering of a central-office healthcare appropriation during the budget process. Administrators proposed an allocation framework and suggested boards consider authorizing up to $70,000 each as a maximum contingency.
After discussion about timing and the need to preserve operating flexibility, trustees agreed to a lower, shared contingency: each board authorized administrators to allocate up to $50,000 from unexpended funds to the central-office health-benefit account if needed, with final reconciliation to reflect actual claims in July. Finance staff said Reading and Region 9 had lower projected claims and could supply funds as available; Easton staff said they would search for unexpended balances and urged conservative use. The motion passed in all three boards.
Administrators said they would return to the boards in July with final actuals and any required supplemental allocations.
