“The proposed budget reflects a 3.19% increase,” Chair Heather Summerer said, noting the board and administration sought to balance educational needs with fiscal responsibility and that the meeting would be informational only because the formal decision will be made by referendum. Superintendent Colin McNamara also participated in the session and was listed as present.
Moderator Andrew Golfin read the legal call and notice of the meeting and the specific dollar amounts: “33 million 661,483 dollars for Regional School District 8 for the fiscal year from July 1st 2026 to June 30th 2027,” and identified the referendum voting locations and hours in the district’s three member towns.
Board members voted to add a public-comment segment to the agenda and set a three-minute limit per speaker, after which the board moved to appoint Andrew (Drew) Golfin as moderator for the annual district budget meeting so he could read the call and legal notice. Following those procedural items, a motion to adjourn the annual meeting to referendum was made and passed; no budget adoption vote was held at this meeting.
The moderator specified the referendum questions voters will see: whether to approve the $33,661,483 operating budget for Regional School District 8 and whether to approve the recommended $500,000 capital improvement program. Voting locations were read for each member town and voters were instructed about eligibility and polling hours for May 5, 2026.
Next steps: the budget and capital request go to the voters in Hebron, Andover and Marlborough on May 5, 2026 via referendum; the board did not take a final vote during the meeting and therefore the referendum will determine adoption.
