Council authorizes phased rehabilitation of beach restrooms, citing plumbing and HVAC priorities

Rachel (parks staff) said plumbing is the most urgent need because ongoing leaks have required the building to remain in partial or full operation limitation; Fairburns and other contractors had inspected the building and proposed repiping that would avoid future excavation through concrete pads. Council members asked whether the work would require digging into the slab; staff said the plan is to cut out the inaccessible line and reconfigure piping to avoid repeated concrete work.

Council discussed budget and timing: the capital-improvement plan included funding for the rehabilitation (council cited a budget figure of $80,000, with packeted estimates at roughly $52,250 so far, omitting painting and carpentry). Staff said they expected to complete the essential plumbing and HVAC work before summer and would return bids/quotes for items above city policy thresholds.

Council approved a motion authorizing staff to proceed with the rehabilitation approach described—staff will secure quotes, verify permits, and bring back any items whose bids exceed policy limits for council review.
