Planning commission to begin focused review of building-height rules and update signage code

Commissioners agreed to make building-height rules the first substantive item on the next agenda and to undertake a wider review of the city's signage code later in the year.
Several members suggested a "deep dive" approach: examine building-height provisions and plan-development standards one at a time and circulate background memos and prior correspondence in advance. One commissioner specifically requested staff provide John's comments and Len's memo ahead of the discussion so members can prepare.
Staff warned that signage language, removed from the prior zoning code and not carried forward in the new code, will be a substantial project to reinsert: it will require drafting to conform with court precedents and coordination with the Downtown Development Authority because changes can affect downtown businesses and directional signage. Staff said they would prepare language for committee review and identify items that need broader community discussion.
Commissioners said the next meeting will also include two site-plan reviews and asked staff to compile all relevant documents so members can consider building-height policy in the context of impending development applications.
