Ada County commissioners approve routine business, reject mosquito facility bids and set follow-ups

The Ada County Board of Commissioners on June 30 approved a slate of routine administrative actions, rejected bids on one facility procurement as over budget, and set follow-up review dates for remaining bid evaluations.
Key actions taken by the board included: adoption of a proclamation recognizing July 4, 2026 as the United States Semiquincentennial Day and recognition of the Ada County seal’s 40th anniversary; ratification of catering permits and alcohol licenses; authorization of payment of claims on the June 30 claims journal; approval of 28 personnel actions across departments (including promotions and conditional pay allocations); approval of tax cancellations; and multiple agreements for Expo Idaho and intergovernmental cooperation with Meridian.
Procurement staff reported eight responses for Bid 260 (26050) on a county pest-and-mosquito facility project and recommended rejection because two bidders were nonresponsive and the remaining bids were substantially over budget. “It is the recommendation of the evaluation group to reject all the bids submitted for bid 26050 and rebid the project,” procurement staff said. The board voted to reject all bids and instruct staff to rebid the project.
The board opened three bids for Bid 26052 (read into the record as AOE Engineered Systems Inc.: $325,900; ATS Inland Northwest: $314,876; Harris Mountain West LLC: $334,855) and agreed to table award recommendation to the July 7, 2026 open business meeting to allow the evaluation team additional review time.
Other business included approval of a completion change order for tenant improvements at the Victim Services Center that reduces project funding and returns LATCF grant funds to the grant for reallocation; authorization for the director of human resources to sign transition forms to move the county post-employment health plan administration from Nationwide to Empower; acceptance of weekly indigent services recommendations; and EMS board approvals including the EMS claims journal and Agreement No. 31569 (intergovernmental/joint powers agreement) with Meridian.
Most motions were carried by voice vote; roll-call tallies were not recorded in the meeting transcript. The board adjourned the open business portion of the meeting and reconvened as the Board of Emergency Medical Services for routine EMS business.
