CAPC flags ZEV-first policy urgency and notes DPW director transition

The Climate Action Planning Committee on April 16 discussed transportation electrification planning and a personnel transition in the Department of Public Works that could affect implementation.
Steve Popkin said the Transportation Working Group plans to engage the Town Administrator and Municipal Energy Manager on a ZEV-first policy for municipal fleet purchases, noting that initial steps already include administrative vehicles and one charger behind Town Hall with a second planned. He said heavier-duty fleet electrification remains more challenging and that DPW mechanic training will be necessary. Popkin said he planned to speak informally with MassDOT and MBTA officials visiting Town Hall the following day.
Chair Alex Hasha flagged urgency on the Climate Leader Communities designation application, which has a June deadline, and assigned follow-up to ensure alignment on the ZEV policy prior to that timeline.
Hasha also reported that Director of Public Works Marina Fernandes has announced her departure (reported in the Milton Times) and that Tom McCarthy, the Consolidated Facilities Director, is expected to take on the DPW Director role; the committee noted the staff change as relevant to waste, transportation and facilities work but did not formalize any personnel decisions.
Action items include follow-up with the Municipal Energy Manager and Town Administrator on ZEV policy status and ensuring grant/designation timelines are met. No formal votes were taken on personnel or policy at the meeting.
