Cromwell P&Z to review zoning changes required by Public Act 25-1; consultant report due end of May

Andrew Armstrong, Cromwell’s director of planning and development, told the commission that RiverCOG selected IMEG to help member towns update zoning regulations to comply with Public Act 25-1. "We are grateful and lucky for RiverCog to provide consultants," Armstrong said.
Armstrong summarized three zoning-related provisions IMEG will help implement: requiring transit-community middle housing or mixed-use development on all lots zoned for commercial or mixed use by summary review approval; removing parking minimums for residential developments of 16 units or fewer; and allowing a parking-needs assessment for residential developments with 17 or more units. He said IMEG would deliver detailed recommendations by the end of May and that the statutory changes are scheduled to take effect July 1, 2026.
Commissioners reviewed district purpose statements and discussed district-specific treatments, including whether to use floating zones or overlay zones for new allowances and the potential creation of Conservation and Traffic Mitigation Districts highlighted in IMEG’s presentation. Armstrong said he would take commissioners’ feedback to the consultants and report back when IMEG’s recommendations are completed.
What happens next: IMEG will provide a report to RiverCOG by the end of May; staff will use that report to draft text amendments for referral and public hearing. The commission discussed holding a special meeting to examine the proposed changes in detail.
