Planning board accepts Beech Ridge Crossing sketch plan with revisions, declines traffic study

The North Berwick Planning Board accepted, with revisions, a sketch plan for the 10-lot Beech Ridge Crossing subdivision on Feb. 26, advising the applicant on open-space ownership and driveway layout and declining to require a traffic study.
Erik Saari presented the plan and described the proposal as an "Open Space" development; town staff later concluded it does not meet the ordinance definition of a Planned Unit Development and should be treated as a cluster subdivision with open space. Planning staff told the applicant the ordinance requires a defined entity — for example an HOA, the town, a school district or a land trust — to hold and maintain any designated common open space. The applicant said it would approach the Great Works Regional Land Trust and would otherwise consider giving the land to the town or school district before forming an HOA.
Board members said they did not favor shared driveways. The board discussed whether a traffic study was necessary and decided against requiring one at this stage. The plan was accepted with proposed revisions related to driveway layout and open-space ownership; Mark Cahoon moved to accept the sketch plan with those proposed revisions and Justin Perry seconded. VOTE: 5-0.
