The Scott City Council on Feb. 2 handled a series of routine and substantive items, adopting resolutions and ordinances, approving contracts and placing a hotel/motel tax measure on the October ballot to fund recreational improvements.
Key votes included preliminary approval for up to $3 million in sales tax bonds to support acquisition of roughly 38 acres adjacent to Scott Park (Resolution 2023-4), and a separate resolution (2023-3) declaring the building at 201 Loucella Street dilapidated and ordering condemnation. The council awarded the Delhomme sewer and water Extension No. 1 Project to Bihmco Construction LLC for $89,719.10; Groom's Engineering said about $46,000 of that cost will be recouped from sewer impact fees.
Council members also moved to place a Hotel/Motel 5% tax on the October ballot intended to fund recreational improvements at Scott Park; council members noted non-resident visitors would primarily bear that tax. The council denied an appeal seeking a code exception for a telecommunications facility at 113 Des Jacques Road after public objection from nearby resident Brian Myers and an expert questioning the petition's signatures; Chip Lyons of Baker Donaldson, representing AT&T and Tillman Infrastructure, spoke in favor of the appeal. The council granted a variance under Sec. 4-48 of the Alcohol Ordinance for Grab N'Geaux 24 at 404 Hwy 93.
Councilman Moreau introduced an ordinance to amend Sec. 16-15 concerning fireworks; the ordinance was only introduced and will be considered for adoption at the March 2 council meeting. The council also approved a contract authorization (Resolution 2023-5) for C.H. Fenstermaker Associates, L.L.C. to provide professional consulting services for the Westward Heights drainage pipe project.
Votes on motions noted in the minutes were recorded as carried unanimously when the minutes reported no dissent. Several items were procedural or introductory and will return for future action or implementation steps.
