The Ennis City Commission approved a resolution on Sept. 16 authorizing Friese & Nichols to perform task 3 of the wastewater master plan and treatment-plant evaluations in an amount not to exceed $581,500.
City staff described the work as citywide in scope — project management, flow monitoring, model development and calibration, performance analysis, and a capital improvement plan — and said flow-monitoring rigs would be installed shortly. Staff and the consultant warned that the timeline is weather-dependent: while some monitoring data could be available within about three months, the complete study may extend into spring if additional rain events are required for calibration.
The commission approved the task by voice vote and directed staff to continue biweekly coordination meetings with Friese & Nichols and to return interim findings as data permit. The study is intended to inform immediate capacity questions, CIP prioritization and specific development approvals that earlier public commenters said they were awaiting.
