Agent to file application for septic replacement and house addition at 9 Prospect Street

The Inland Wetlands/Conservation Commission heard a presentation May 18 about proposed work at 9 Prospect Street, where Cynthia Williamson is in the process of purchasing the church parsonage and will serve as the owners’ agent.
Williamson presented plans, certified by engineer Pat Hackett, that show a replacement septic system (submitted to the Torrington Area Health District as a primary repair), drainage upgrades, a house addition and a new garage. "We submitted plans showing the location of a new primary septic system and fields," the engineer said, noting the application to Torrington Area Health District includes a proposed 1,250‑gallon tank.
Commission member Susan Kelsey raised concern about proximity to the nearby watercourse and said the intervening forested area should act as a protective buffer. Pat Hackett cautioned that soils in the area are variable: "the soils in this general area are ‘strange’ and can vary within relatively limited areas," and reported that three percolation tests had been conducted, with soils closer to the brook testing poorer than those near Prospect Street.
Hackett also said the existing drain would be removed and relocated so proposed structures would not increase overland flow into the brook. Williamson indicated she will file a formal application; after that submission, commission members will visit the site individually and the application will be placed on the agenda for the commission's June 15 meeting.
The commission did not take any formal regulatory action on the project at the May 18 meeting; members limited their response to clarifying questions and instructions about the application and site visits.
