Commission approves LTC contract for QUIP wind-down, PID update and board appointments; appoints Judge Chris Macon

The Ennis City Commission took several administrative and contract actions during its Aug. 19 meeting.
Contract award: After soliciting proposals, staff recommended LTC Group LLC to provide financial, operational and clinical review services to manage the wind-down of licensed health-care facilities previously managed under the QUIP program. LTC proposed a sliding fee tied to declining activity; staff said this provided best value compared with two vendors who quoted flat monthly fees. The commission approved the LTC contract by voice vote.
Public Improvement District: The commission accepted the 2025 annual service-plan update and assessment roll for the Hollow Public Improvement District, which covers public improvements serving 96 residential lots. Staff and the PID administrator reviewed assessments and the plan; the commission adopted the ordinance approving the update.
Appointments: The commission reappointed members to the Library Board for three-year terms expiring July 31, 2028, and filled a Main Street board vacancy (the Planning & Zoning seat) with an appointee to serve through Dec. 31, 2026.
Judicial appointment: Following executive session, the commission accepted the resignations of two associate judges and appointed Chris Macon to serve as an associate municipal judge for the remainder of an unexpired term (through May 19, 2026), authorizing the mayor to negotiate and execute a contract.
All actions were adopted by voice vote; staff will follow up with standard documentation and contract execution procedures.
