Commission directs Buc-ee's to split $25,000 annual donation between Boys & Girls Club and Golden Circle

The commission addressed a standing provision in the city’s economic development agreement with Buc-ee's that requires a $25,000 annual community outreach contribution. Staff told the commission the vendor historically made the payment directly to suggested recipients; commissioners discussed a range of options including routing funds through a city-administered grant program or directing Buc-ee's to send the contribution to specific nonprofits.

After discussion about ease of administration and the need to ensure funds benefit community programs, the commission voted to instruct the city manager to send a letter to Buc-ee's asking that the 2026 contribution be split evenly between the Boys & Girls Club of Ennis and Ennis Golden Circle. Staff explained that directing Buc-ee's to send funds directly to the two nonprofits is administratively simpler than accepting the money as city funds and running a grant program, because once accepted by the city the funds would be treated as public funds and require formal grant criteria and appropriation.

Commissioners said they could revisit the process in later years and consider a grant program if they want a broader competitive distribution. For 2026 commissioners chose a straightforward split to expedite support to local organizations that provide youth and senior services.

The motion to direct the city manager to draft and send the letter passed by voice vote.
