Commission adopts resolution shrinking Cedarview-Montwell board, sets appointment window for Hanna Water & Sewer district

The Duchesne County Commission on June 22 adopted a resolution reducing the number of board members on the Cedarview-Montwell Special Service District from seven to five and set a timeline for appointments to the Hanna Water & Sewer Special Service District.

Deputy Attorney Grant Charles presented Resolution #26-04, explaining the district requested the change because it cannot fill vacant seats and maintaining a quorum is difficult. Commissioner Tracy Killian moved to adopt the resolution; Commissioner Jeff Chugg seconded the motion and Commissioners Killian, Chugg and Chairman Greg Miles voted aye, adopting the resolution.

During public comment, resident Daniel Bowman raised concerns that two Hanna Water & Sewer Special Service District board members may be ineligible—one not a permanent resident of the county and another not registered to vote in Duchesne County—and noted several terms had passed without elections. Commissioners said the special service district governs itself but confirmed that the county would advertise vacancies for two weeks and make appointments on Monday, July 13, 2026, for vacancies occurring between elections. Interested residents were instructed to submit a letter of interest or resume to Commission Executive Assistant Melissa Hughes by 5 p.m. on Friday, July 10, 2026.

Clerk-Auditor Chelise Curtis noted the district's tax rate certification was delayed because the district's state reporting is four months behind; taxes are being held until reporting is current.
