Commission approves streetlight contract, festival sponsorship and wildfire MOU; tables library bylaws review

The Ennis City Commission took several routine actions and approvals at its Aug. 5 meeting:
• Street lights (Item F2): The commission approved an amendment to the city’s street‑lighting agreement to add 33 streetlights (15 in Prairie View Phase A3 and 18 in Phase 3B). Staff explained the typical developer/utility arrangement: developers install conduit and foundations and the city contracts with the utility (Encore) to install, energize and maintain the fixtures for a monthly fee. Commissioners asked whether the city could include decorative "turn‑of‑the‑century" fixtures under similar maintenance contracts; staff cautioned that decorative fixtures are more expensive, not dark‑sky compliant, and likely would require a different maintenance arrangement.
• Event sponsorship (Item F3): The commission approved a memorandum of understanding with Unity in the Community of Ennis, a 501(c)(3), to outline city services and resources for the Blues on Main Festival and a Health & Wellness fair. Andrew, representing Unity in the Community of Ennis, described festival features including live music, food vendors, a car show and student scholarships.
• Fire department credentialing (Item F4): The commission approved an MOU to align local wildland firefighter qualifications with the Texas Interstate Fire Mutual Aid System (TFMAS) red‑card credentialing process. Fire Chief Evans said the red‑card sets minimum position qualifications, training, and fitness standards (including an arduous pack test) needed for deployment to state and national wildfire events; he said several personnel are working through task books toward higher qualifications.
• Library board appointments and bylaws (Item F6): The commission recommended reappointments to the library board for several nominees and appointed Commissioner Fockenbach as the liaison to the board. Commissioners discussed whether board terms should be staggered or otherwise standardized; the item to modify term expirations and bylaws was tabled to the Aug. 19 meeting so the city attorney can research ordinance and bylaw implications.
All items above were adopted by the vote recorded on the motions as presented; several were approved by voice vote, and others were adopted following motions and seconds from commissioners on the dais. The meeting closed with an executive‑session notice and adjournment at 9:02 p.m.
