Manchester council approves municipal purchases, sets public hearing for industrial district

The Manchester City Council on June 15, 2026, approved a package of equipment purchases, maintenance projects and permits, set a public hearing on an industrial development district and tabled a proposed ordinance pending more information.
The council unanimously approved a $15,365.00 purchase from Diuble Equipment, Inc. for a Ferris ISX3300Z lawn mower to be bought after July 1, 2026, and a $41,656.00 purchase from Todd Wenzel Buick GMC for a 2026 GMC Sierra 1500 Double Cab for the wastewater treatment plant. It also approved a $27,765.00 installation of a salt spreader from Shults Equipment, LLC, and a $9,200.00 low-pressure power wash of the city’s water tower by National Wash Authority, LLC. Funding for several projects was identified as coming from the Fiscal Year 2026–2027 Budget and the Water Fund Budget.
Officials authorized a Riverbend Lift Station bypass improvement project with a $15,870.00 quote from Cal’s Excavating and approved a $12,000.00 hydrant and valve installation by Cal’s Excavating, Inc. The council acknowledged receipt of bids for the Parr & Hogan Road water and sewer extension but made no award or decision at the meeting.
The council approved a one-year short-term haul route on Division Street and E. Main Street (expiring June 16, 2027) conditioned on payment of an $11,236.50 haul route fee; 50% of that fee will be returned to the school if no damage occurs. The body also approved paying the City of Morenci $2,500.00 to send part-time DPW laborer Holly Horodeczny to a Commercial Driver’s License class; one member abstained on that vote.
Council members approved community event permits: St. Mary’s Catholic Church was granted use of the north portion of Wurster Park for an Ice Cream Social on July 22, 2026 (rain date July 23), and the Manchester Men’s Club was granted a fireworks permit for July 3, 2026 (rain date July 4).
On land-use and economic-development matters, the council voted to set a public hearing for July 20, 2026, to consider establishing an Industrial Development District for property proposed to be occupied by Damian’s Craft Meats.
The council tabled Proposed Ordinance No. 15 (a Utility Billing Incentive Program) pending further information. The council also approved Resolution No. 26-0601B to set water, refuse and sewer rates for fiscal year 2026–2027 and Resolution No. 26-0615 to establish special assessments regarding delinquent invoices for the 2026 Summer Tax.
