Caseville council adopts ordinance codification, tightens blight rules and approves fire association budget

Caseville — The Caseville City Council on Feb. 10 adopted Ordinance #2025-1 codifying the city's 2024 ordinance changes and approved Ordinance #2025-2, an amendment to Chapter 678 (Safety, Sanitation & Health) intended to address blighted structures. Ordinance #2025-1 passed on a 4-0 roll-call vote; Ordinance #2025-2 passed 3-1, with Councilmember Darin Sprague voting no.
City Manager Jamie Learman read the proposed codification and amendments during a public hearing on the ordinances, which the council opened to receive comment. Resident James Smith asked, "Is this regarding blight at a few houses?" He was told the amendment is intended to deal with blighted structures. The council adjourned the public hearing at 5:38 p.m. and resumed regular business.
The meeting also approved several routine fiscal items. Resolution #2025-11 amended the FY2025 cemetery fund budget by $250 (motion by Darin Sprague, second by Jeffrey Hervert; roll-call vote 4-0). Resolution #2025-12 approved invoices paid through Feb. 6, 2025, totaling $238,826.29 (motion by Jacob Kretschmer, second by Darin Sprague; roll-call vote 4-0).
On a separate item, the council approved Resolution #2025-13, accepting the Caseville Area Fire Protection Association's proposed annual budget for fiscal year 2026. The resolution notes that the city will be responsible for the equivalent of 1 mil of its taxable value to support the association; roll-call vote 4-0.
The council also accepted, with regret, the retirement resignation of Patricia Atwood, Water Plant Operator/DPW, effective April 9, 2025 (Resolution #2025-14; motion by Darin Sprague, second by Jeffrey Hervert; roll-call vote 4-0).
Public works supervisor Troy Hartz reported he is meeting with EGLE on Feb. 24 to discuss water treatment options. During the meeting, James Smith also asked about a proposed trolley on Main Street; staff advised the owner may operate the trolley on a trial basis provided it does not impede traffic.
The council approved minutes for its Jan. 13 and Jan. 27 meetings and filed written reports from the Zoning Administrator, Advisory Water Board and the Caseville Area Fire Protection Association. Mayor Christopher C. Stahl called the meeting to order at 5:30 p.m.; the meeting adjourned at 5:45 p.m.
