Scott council adopts parade restrictions, approves appointments and financials; rejects tow-yard fence ordinance

At a Jan. 5 meeting, the Scott Mayor and City Council approved municipal appointments and the FY 2022 financial report, adopted Ordinance 2022-12 tightening parade rules, rejected Ordinance 2022-13 on tow-yard fences after public objection, accepted roadway project completion, and denied an alcohol-variance request for Westgate Road.
The Mayor and City Council of Scott met in regular session on Jan. 5, 2023 at Scott City Hall and approved a series of administrative appointments, financial items and local ordinances.
Mayor Richard and council members confirmed several appointments: Shelley Gautreau was appointed City Clerk and Tax Collector; Brenda Dugas was named Street Commissioner; Mr. William Babin was appointed City Attorney; Mr. Burton Kolder of Kolder, Slaven & Company, LLC was appointed City Auditor; and Mr. Randy Lasseigne was appointed City Magistrate. Councilman Montoucet was also designated alternate Mayor Pro-Tem. All of those personnel motions carried, according to the minutes.
The council also accepted the fiscal-year financial report for the year ending June 30, 2022. Mr. Burton Kolder presented the report and stated the city was in good financial standing; the council approved the report unanimously.
On policy matters, the council adopted Ordinance 2022-12, amending Sec. 30-56 and Sec. 30-57 of the Scott Municipal Code to revise parade requirements. The ordinance, adopted without change, modifies the entry fee, prohibits walkers in the parade, and caps the number of floats at 60. Mr. Bill Young and Mrs. Mary Hebert addressed the council to request that "walkers" be allowed, but the council left the ordinance as proposed.
A separate proposed ordinance, 2022-13, which would have amended Sec. 31-2 regarding fences at tow yards and would have allowed operable vehicles to be parked outside a fence, failed after extended discussion. Property owner Thomas Huffman asked the council to delay action until a pending appeal in District Court was resolved; the motion to adopt the ordinance failed and the minutes state all council members voted against adoption.
The council accepted substantial completion for the 2022 roadway patching and overlay project, which included work on a section of Mills Road and in the Golden Meadows subdivision.
Mayor Richard presented a preliminary design for the center of a roundabout under construction at Dulles Drive and Rue De Belier Road; no formal action was taken on the rendering.
Councilman Domingue introduced Ordinance 2022-14 to regulate how long political campaign signs may be displayed (amending Sec. 30-111); the ordinance was scheduled for adoption at the Feb. 2, 2023 meeting.
The council adopted Resolution 2022-29, authorizing the mayor to enter an agency participation agreement with the Louisiana Department of Revenue, Office of Debt Recovery to assist in collecting debts owed to the city. The council also approved Resolution 2023-1, authorizing the mayor to execute a cooperative endeavor agreement with the State of Louisiana for planning and construction of the Eraste Landry Road Extension (Lafayette) and to act on the city's behalf in matters related to the project, including certifying requests for state disbursements (FP&C #NO. 50-MQ#8-2202).
Finally, the council denied a request for a variance to Sec. 4-48 of the Alcohol Ordinance for a proposed location on the 700 block of Westgate Road after several residents opposed granting the variance. Applicant Jaswinder Singh Thind and real estate agent Teddy Beaullieu attended; the minutes report that Thind and the agent "assured all in attendance" the store would be well maintained. The motion to deny carried by majority, with Councilman Boudreaux recorded as the dissenting vote.
