Scott council adopts amended 2026 budget and passes 2026–27 budget after CPA presentation

The Scott City Council unanimously adopted two budget ordinances at a special meeting June 23, 2026, after a public hearing and a presentation from the city's auditor.

Mr. Brad Kolder, CPA with Kolder, Champagne, Slaven & Co., presented the hearing on the amended budget for the fiscal year ending June 30, 2026, and on the proposed budget for the fiscal year ending June 30, 2027. Kolder said expenses and revenues had stayed relatively flat but that capital projects had increased substantially; he said most of the capital projects would be funded primarily by state capital funding. The minutes record that the council offered an opportunity for questions or public comment and none were raised.

Following the presentation, Councilman Moreau moved to adopt Ordinance 2026-4, the amended budget for FYE 6/30/26. Councilman Goodwin seconded the motion, which the minutes record as carried unanimously. Later in the meeting, Councilman Montoucet moved to adopt Ordinance 2026-5, the budget ordinance for FYE 6/30/27; Councilman Roy seconded and the motion also carried unanimously.

The measures passed without recorded debate or public comment. The minutes do not provide line-item details of the budgets beyond the auditor's statement that overall revenues and expenses were relatively flat and that capital spending would rise and be largely covered by state capital funding.
