Commission authorizes marina change orders after engineers report extra pile depth and tree replacements

Boone City commissioners authorized contract change orders on the marina project after staff and project engineers reported additional helical-pile depths were required to reach specified torque and that several adjacent trees would not survive required excavation and therefore must be removed and replaced.
Alyssa Axel and project engineer Martin Ramirez explained that initial soil borings underestimated the depth needed to reach required torque for several helical piles used to support docks. The additional pile depth work was priced in the updated change order and supported by contractor torque reports. The contractor also reported that roots from five neighboring maple trees extended into the construction area; excavation made it unlikely those trees would survive, and the contractor proposed removing and replacing the trees in kind.
Documents transmitted to commissioners before the meeting showed a contract-two net decrease of about $28,000 and a contract-one net change that, depending on which items were bundled, ranged from an $8,817 increase to roughly $20,195 once tree removal/replacement and deeper piles were included. Staff explained the earlier packet contained a memo and that an updated change-order package transmitted the prior Friday reconciled the figures and showed a combined project savings (contract-two deduction more than contract-one additions) on the order of about $19,183 net in the updated materials.
Commissioners debated isolating the helical-pile authorization and handling tree removal/replacement separately for audit clarity, but staff said executing the revisions would not delay the target June 1 marina opening date. The commission approved a motion authorizing the city clerk/treasurer to sign change order number one for contract one (net increase item as listed in the packet) and change order number two for contract two (net decrease), with staff to provide the final reconciled packet for filing and public record.
Engineers said torque reports and as-built change-order documentation will be appended to the project record; staff committed to follow up with a clear, reconciled change-order packet in the public project file.
