Methuen panel advances multiple instructional policy updates amid wide-ranging debate

The Methuen School Committee used its June 29 special meeting to conduct a broad review of instructional policies provided by the Massachusetts Association of School Committees (MASC). Subcommittee chairs walked members through dozens of items, and several key topics drew sustained attention.
Homework: The subcommittee proposed replacing a minute‑based homework schedule with guiding principles that describe homework as practice, enrichment and formative feedback. Members debated a provision that would prevent assigning homework on "major religious observances or culturally significant dates that may reasonably interfere with a student's ability to complete schoolwork outside of school hours." Some members warned the language could create ambiguity and contested examples such as Thanksgiving and other holidays; others supported the accommodation language.
Graduation requirements: The committee reviewed updated language meant to align with MassCore and upcoming state changes. Because state requirements are still evolving, the committee voted to remove policy IKF (local graduation policy) from this package to allow staff time to reconcile the district's rules with state guidance.
Pledge and flags: The committee reviewed a pledge-of-allegiance policy that reaffirms a student's right to refrain from participation (consistent with Supreme Court precedent). Members also voted to direct the subcommittee to add language specifying that, where feasible, the U.S. flag, the POW/MIA (P) flag and the Massachusetts state flag be displayed outside school buildings.
Animals and service animals: The subcommittee recommended adopting separate documents for general animals in school and service animals in school. After practical questions about handlers and classroom allergies, the committee voted to table that work for further clarification.
The committee signaled it will receive a final clean package from the subcommittee incorporating changes discussed on June 29; a formal adoption vote will follow after administrative edits and legal/DESE review where necessary.
