Beecher trustees approve special-use permit for vape shop, OK $129,545 surveillance contract and direct fee schedule update

BEECHER, Ill. — The Village of Beecher Board of Trustees met Nov. 12 at Village Hall and approved several routine and policy items, including a zoning special-use permit, a procurement contract for a surveillance system and direction to update the building permit fee schedule.
President Meyer presided over the meeting, which began at 7 p.m. and recorded all trustees — Stacey, Tieri, Kraus, Gardner, Diachenko and Weissbohn — as present. Clerk Janett McCawley noted tax revenue received in October and provided the meeting minutes packet.
On a unanimous vote, trustees approved Ordinance No. 1413 granting a Special Use Permit for a tobacco store and vape shop at 759 W. Indiana Avenue, within the village's B-1 Historic Downtown District. Trustee Gardner moved the ordinance; Trustee Kraus seconded, and the motion carried (6-0).
The board also approved the Treasurer's report and authorized payment of the list of bills and payroll since the last meeting, totaling $148,534.81. Treasurer Donna Lippelt presented the financial report; Trustee Kraus moved approval and Trustee Stacey seconded.
Trustees voted unanimously to execute a small project agreement with Definitive Resources Inc. for a surveillance system at the village's new public safety facility. The contract amount recorded in the meeting was $129,545.13. Trustee Weissbohn made the motion; Trustee Kraus seconded and the motion carried (6-0).
Board members discussed whether to extend a moratorium on building permit fees that expires at year-end and asked staff to review the actual costs underlying previous fee schedules. Based on that discussion, Trustee Gardner moved and Trustee Tieri seconded a directive for the village attorney to draft an ordinance updating the permit-fee schedule; trustees approved the motion unanimously (6-0).
Public works Superintendent Matt Conner reported on recent bid results for equipment: the leaf machine was purchased for $3,817 and two mowers for $1,007 and $900. Trustee Tieri announced volunteers would staff a fundraiser at Dunkin to collect donations for Beecher Blessings.
The board adjourned into executive session at 7:26 p.m. to discuss personnel matters and returned at 7:33 p.m. The meeting formally adjourned at 7:33 p.m. Clerk Janett McCawley recorded the minutes.
