Beecher trustees move meetings to 6 p.m., adopt public-works fund rules and approve multiple purchases

At its Oct. 15 meeting the Village of Beecher Board of Trustees approved a change to regular meeting times, adopted Resolution #2024-05 amending Public Works CESFA Fund rules, approved several vehicle and equipment purchases and declared surplus equipment; an agreement with a collections vendor was tabled for further review.
The Village of Beecher Board of Trustees voted Oct. 15 to change the regular meeting time from 7 p.m. to 6 p.m. on the second and fourth Mondays and approved a slate of administrative and public-works measures.
President Meyer called the meeting to order. Trustee Kraus moved to change the meeting time, and Trustee Gardner seconded; the motion passed 6–0. The Board also approved payment of bills and payroll totaling $796,732.99 and accepted the Treasurer’s report, both by 6–0 votes.
Trustee Stacey moved to adopt Resolution #2024-05, which amends the rules and guidelines pertaining to the Public Works CESFA Fund; Trustee Gardner seconded and the motion passed unanimously. The Board then approved several procurement actions recommended by staff: waiving the formal bid process to buy a 2025 Ford F150 and lighting/equipment from Terry’s Ford and Chicago Communications in a combined amount not to exceed $54,000; awarding an asphalt paving contract to Wirkus Paving for $8,606; and authorizing purchase of a 2023 Imperial 83X22 18K trailer from Morris Trailer Sales for $14,748. Each of those motions passed 6–0.
Trustee Stacey also moved to declare a 2009 John Deere mower and a 2010 Toro mower as surplus with a minimum bid of $250 each, and to declare a 1994 ODB leaf machine surplus with a minimum bid of $500; both motions passed 6–0.
Action on an agreement with Municipal Collections of America—recommended by Chief Lemming for collection of uncollectible police fines but noted as potentially affecting other unpaid Village amounts—was tabled at the request of the Clerk for further discussion; no vote to adopt the agreement occurred.
There were also routine commission updates: Trustee Weissbohn reported Youth Commission activities and Trustee Gardner announced the Historic Preservation Commission’s upcoming meeting. The meeting adjourned at 7:29 p.m.
Why this matters: The approved purchases and the resolution affect the Village’s public-works operations and budget allocations; the tabled collections agreement could alter how the Village handles unpaid fines and other unpaid amounts if it returns to the Board.
