Beecher board appoints trustee, approves $107,615 in bills; developer brick relief fails to advance

President Meyer called the Village of Beecher Board of Trustees to order Sept. 9 at Beecher Village Hall and the board carried several routine actions and heard updates on development, infrastructure and code enforcement.
The board approved the appointment of Brian Diachenko to the trustee vacancy created by Joe Gianotti. Trustee Kraus moved to approve President Meyer's appointment; Trustee Tieri seconded. The motion carried on a 4-0 vote of trustees present at the time of the vote.
The board accepted the treasurer's report after Treasurer Rooney presented financials. Trustee Kraus then moved to approve payment of bills totaling $107,615.84 and payroll since the last meeting; Trustee Diachenko seconded and the motion passed 5-0.
On infrastructure and operations, Administrator Charity Mitchell told trustees that the Illinois EPA reported conditions for the village's lead service line replacement project had been satisfied and an IEPA loan amendment closes out that loan, which is subject to 100% principal forgiveness. Public Works Superintendent Matt Conner said façade and brick work on the new public safety facility is underway and must be finished before roof trusses can be installed.
The board also handled several routine logistics items: the splash pad will close for the season on Sept. 30 and the pickleball/multi-use courts will close Nov. 25; trustees discussed using roughly $20,000 of infrastructure funds for asphalt patching next spring, noting about $60,000 is currently in the infrastructure account and roughly $25,000 is designated for sidewalks in the spring.
The meeting included a public-comment item: residents Mike and Colleen Moody asked the board to address persistent property-maintenance and health concerns at a neighboring residence on 642 Catalpa. President Meyer said she would discuss the issues with staff and try to find a solution.
Trustees adjourned to executive session at 7:53 p.m. to discuss personnel matters and returned at 8:12 p.m. With no further business after the executive session, the board voted to adjourn at 8:35 p.m.
