Board begins first reading of cell-phone policy; superintendent recommends keeping devices out of sight during school day

Trustee Gavin opened a first reading on proposed changes to the district’s student cell-phone policy at the Sept. 11 board meeting, describing prior town-hall feedback that showed mixed views among teachers, parents and students.
Superintendent Dr. Kelvin Butz told the board his recommendation was to allow students to bring devices to school but not permit access during the school day — "not have the opportunity to access their devices until after school because of the potential ... nefarious use during school hours" — while permitting teachers to request limited, principal-approved classroom use tied to lesson plans.
Board members debated options. Secretary Triplet, drawing on prior administrative experience, said in-class misuse and rapid live streaming of fights are major concerns and favored strong restrictions during school hours. Trustee Rocket Martin and Vice President Bowen expressed support for clear administrative guidelines that balance safety, instructional use and equity (for students who lack other devices). Several trustees asked the superintendent to prepare administrative guidelines (AGS) and to share Neola model language at the next policy committee meeting.
Because this was a first reading, the board took no final vote. Trustee Gavin said the committee will continue shaping the policy and that a second reading and vote are expected at the October meeting after staff provide proposed AGs and a communications plan for families.
