Rothbury — The Rothbury Village Council on May 6 adopted an updated job description for a Village Operations Director and, by council consensus, elevated current Department of Public Works Director Scott Beishuizen to the role.
Attorney Brennan Gorman told the council the updated description clarified managerial duties and was not intended to change the village's governmental structure or create a statutory "village manager" post. The council then voted 5–1 to adopt the updated job description "substantially with revisions," a motion made by Council member Denise Kurdziel and seconded by Council member Jim Fekken.
The promotion was offered by President Pro‑Tem Mike Harris and accepted by Scott Beishuizen. Council members confirmed the appointment by consensus rather than a recorded roll-call vote. Attorney Gorman told the council that using internal promotion was permissible and that the job posting was not legally required for this appointment.
Treasurer Deb Murphy clarified pay details for the new role: a $20,000 annual salary that is inclusive of street commissioner pay, to be disbursed in quarterly payments. The council agreed the separate compensation ordinance for village officials would be revised and formally adopted at the next regularly scheduled meeting.
The action concludes a personnel change discussed at prior meetings; legal counsel said a final attorney review of the job description will be completed before posting or formal adoption of related ordinances. The council did not take other formal personnel votes at this meeting.
