Scott City Council approves bridge agreement, raises indigent-defender fee and amends budget

The Scott City Council met Thursday, Oct. 2, 2025, at Scott City Hall and unanimously approved a cooperative endeavor agreement with the State of Louisiana to plan and construct bridge work on Delhomme Avenue, voted to increase the indigent-defender fee by $10 per citation, and amended the budget to add $5,000 for council-chamber improvements.
Mayor Richard and all council members were present for the regular session. Councilman Domingue led an opening prayer and the Pledge of Allegiance. The council first approved routine items including the minutes of the Sept. 4, 2025 meeting and the August 2025 financial statement, both by unanimous vote after motions from Councilman Boudreaux.
Mayor Richard announced several upcoming community events — Village Beats, Halloween in Scott, the Acadiana Eats Festival, a public drainage meeting and the grand opening of the Veterans Memorial — and referred residents to the city website for dates and times.
Councilman Boudreaux moved and Councilman Domingue seconded what the minutes record as Resolution 2025-24, authorizing the mayor to execute a cooperative endeavor agreement with the State of Louisiana for bridge replacement and overlay planning and construction in Lafayette. Mayor Richard explained the authorization covers the Delhomme Avenue bridge repair/replacement and allows the mayor to act on disbursements under the agreement (FP&C Project No. 50-MQ8-25-01). The motion carried unanimously.
Councilman Moreau introduced Resolution 2025-25 to increase the indigent-defender fee under Louisiana Revised Statutes 15:168; Chief Leger stated the increase is $10 per citation. Councilman Montoucet seconded the resolution and the motion carried unanimously.
Councilman Domingue moved and Councilman Boudreaux seconded Resolution 2025-26 to donate a 2016 white Ford (recorded in the minutes as 'XPL') to the City of Kaplan; the donation passed unanimously.
Councilman Roy introduced Ordinance 2025-10, an ordinance to annex property owned by the Lafayette Parish School System adjacent to Acadiana High School. The ordinance was introduced with no discussion and was placed on the agenda for adoption at the council's next regular meeting on Nov. 6, 2025 at 6 p.m.
Councilman Montoucet moved to amend the city budget by $5,000 (account 10-757100-1) to fund improvements to the City Hall council chambers; Councilman Domingue seconded and the motion carried unanimously.
There being no further business, the meeting was adjourned at 6:21 p.m.
