North Fond du Lac board discusses rezoning for Prospect Park subdivision, moves into closed session

The Village of North Fond du Lac Board of Trustees met on Feb. 2 and discussed Ordinance 2026-01, a proposal to rezone multiple parcels in the Prospect Park Subdivision from R-3 Residential to R-4 Residential to enable smaller starter-home lots. Village President Michael Streetar called the meeting to order at 6:00 p.m.
Administrator Nick Leonard told the board that the rezoning proposal is intended to make smaller lots available in the subdivision to accommodate smaller starter homes; the ordinance was presented as a first reading and no final vote on adoption was recorded. The discussion of Ordinance 2026-01 was informational at this stage, with Leonard providing the staff explanation and the board treating it as a first reading only.
Before the ordinance discussion, the board completed routine business. Trustee Mike Will moved and Trustee Gary Schaub seconded approval of the consent agenda, which included minutes from the Jan. 19, 2026 meeting, authorization of invoices, and an operator license for Gail Biermann of Charlie’s Banquet Hall at 407 Harrison St., suite 9; the motion passed 5-0.
At 6:18 p.m. Trustee Chuck Hornung moved to convene in executive session under Wis. Stats., Section 19.85 (e) for deliberations related to purchasing public properties, investments or other specified public business when competitive or bargaining reasons require a closed session. Trustee John Duffy seconded; the roll-call vote recorded Duffy, Hornung, Streetar, Schaub and Will voting yes and the board convened in closed session.
The board also recognized Police Officer Jeremy Sternweis for 25 years of service to the North Fond du Lac Police Department. The meeting reconvened later and was adjourned at 6:51 p.m. on a motion by Trustee John Duffy, seconded by Trustee Chuck Hornung; that motion also carried 5-0.
Next steps: Ordinance 2026-01 remained at first reading, with no final action recorded during the meeting; further consideration and any formal vote would occur at a subsequent board meeting if scheduled.
