RSU 18 board defers FY27 school budget vote pending insurer rates, debates reserve use
Summary
The RSU 18 board extensively discussed the FY27 school budget but delayed action until health insurance rates arrive in early April and until more board members are present, debating whether to roll $800,000 from the unassigned general fund and warning that repeated draws could exhaust reserves.

Board members spent a substantial portion of the meeting analyzing the proposed FY27 RSU 18 budget and the district27s unassigned fund balance, but they took no formal vote.
Staff urged members to wait for finalized health insurance rates expected in the first full week of April before taking a vote; the superintendent and finance staff said those rates typically arrive in early April and are material to the calculation. One staff member told the board: "I don't want to take action on the budget at this point in time because I really think we need to wait for that." The board also noted three members were absent and preferred full membership for a vote.
A central item of the discussion was an $800,000 proposed use of unassigned general fund balance to offset taxes in FY27. Staff explained that the $800,000 would be drawn from the $3.5 million unassigned fund balance and that some reserve accounts (fuel, technology, facilities) are set aside and governed by a separate process. As staff summarized, "If we didn't roll that, didn't use that fund balance, the taxes would go up even more."
Board members cautioned that repeatedly using unassigned fund balance to smooth taxes is unsustainable: "At 800,000 in four short years that fund balance is gone. And then that's a dangerous road to walk," a board member said, urging long‑term planning before committing reserves. Members agreed to revisit the budget at the next meeting after the health‑insurance figures are available and to poll availability for a possible vote before the statutory deadline.
The discussion covered line‑item questions (printing variances, director wages previously coded under contracted services) and options for deploying restricted reserve accounts, but no motion was made and no vote recorded.
