Staff said the proposed revision would treat contiguous parcels, subdivided parcels that function cohesively, or parcels under affiliate control as a single campus when determining whether cumulative building area reaches the 40,000-square-foot threshold. The intent is to prevent parcel subdivision from being used to avoid SUP review. Commissioners discussed scope questions and suggested the addition of an "affiliate" or "control/ownership" clause to capture related entities. Staff also noted a limited five-acre exception for parcels that already have access and infrastructure; comprehensive ordinance language will be drafted for the commission's Aug. 5 meeting.
No vote was taken; staff will return with ordinance-ready language.
