Scott council approves contracts, appointment, budget amendment and variance; several ordinances set for Dec. 4
Summary
At its Nov. 6 meeting the Scott City Council unanimously approved multiple resolutions and motions — including a contract extension for Pelican Waste, an appointment to the Waterworks District North board, a Delhomme Avenue bridge contract authorization, a $15,000 landscaping budget amendment, and a variance for Louisiana Zippit LLC — and introduced three ordinances for Dec. 4 consideration.
The Scott City Council voted unanimously on a package of routine and project-related items at its Nov. 6 meeting.
Appointments and contracts: Councilman Boudreaux moved to appoint Ms. Dawn Benoit to the Lafayette Parish Waterworks District North Board of Commissioners to fill the seat left vacant by the death of John Terry Fabre; Councilman Roy seconded and the appointment passed unanimously. The council also adopted Resolution 2025-27 authorizing the mayor to extend the contract between the City of Scott and Pelican Waste & Debris, LLC; the meeting minutes record the extension as a "one (4) year term." Councilman Domingue moved to adopt Resolution 2025-29 authorizing the mayor to negotiate and execute a contract with C.H. Fenstermaker, LLC for engineering services for the Delhomme Avenue bridge replacement and overlay project; Councilman Roy seconded and it carried unanimously.
Budget, variances and minutes: Councilman Roy’s motion to amend the budget by $15,000 for a landscaping project (including a monthly maintenance plan) carried unanimously. Councilman Montoucet moved and the council granted a variance to Louisiana Zippit LLC at 2730 W. Willow St. to crush, sell and remove existing rock and material; Councilman Domingue seconded with a contingency requiring the company to clean up the property within 90 days.
Introduced ordinances for Dec. 4: Councilmembers introduced three code changes to be considered at the Dec. 4 meeting: Ordinance 2025-11 (landscaping maintenance requirements for commercial/retail property), Ordinance 2025-12 (amendments to Appendix C to revise fines and penalties for traffic and misdemeanor violations), and Ordinance 2025-13 (amendments to Chapter 30 Article III on parades to limit floats to a maximum of 80 and to restrict entries to floats only). The minutes record no public discussion or opposition on these items at the Nov. 6 meeting.
