Scott City Council appoints Jakob Goodwin, adopts ordinances and denies two sign variances

Councilman Montoucet moved to adopt Resolution 2026-5 to appoint Jakob Goodwin to fill the unexpired term of Doyle J. Boudreaux; Councilman Domingue seconded and the motion carried by majority. Magistrate Lassiegne then administered the oath and Goodwin took his seat as councilman for District 1.
The council adopted Ordinance 2026-1, a revision to Chapter 22 (manufactured housing) of the Scott Municipal Code to amend specified sections, and Ordinance 2026-2, which revises Appendix C to enact and adjust fines and penalties for traffic and misdemeanor violations within the city. Both ordinances were moved by Councilman Domingue, seconded by Councilman Roy, and carried by majority vote.
Councilman Montoucet moved and Councilman Jakob Goodwin seconded Resolution 2026-6, authorizing the mayor to negotiate and execute a contract with True North Emergency Management, LLC for disaster debris monitoring; the motion carried by majority. Councilman Roy moved and Councilman Domingue seconded Resolution 2026-7, authorizing the disposal of certain movable city properties no longer needed for public purposes; that motion also carried by majority.
Councilman Montoucet introduced Ordinance 2026-3, an Atmos Energy franchise agreement, which the council set for introduction at its next regular meeting on May 7, 2026, at 6:00 p.m.
On land-use matters, the council denied two variance requests for Grab N Geaux #35 at 1811 Apollo Road. Councilman Montoucet moved to deny a sign variance; Mr. Ed Arno appeared on behalf of Rahim Hashim during that discussion. Councilman Roy moved to deny a separate variance for a flagpole; both motions were carried by majority.
The council also approved routine items: acceptance of the March 5, 2026 minutes and the February 2026 financial statement, each on motions that carried by majority. The meeting was adjourned at 6:56 p.m.
