Stockbridge council approves alley abandonment ordinance, adopts water-rate changes and signs off on contracts

The Village of Stockbridge Council convened Oct. 16 at Village Hall and approved an ordinance to abandon an alley, adopted changes to the village water-rate schedule and approved several contracts and administrative items.
President Ogden called the meeting to order at 7:01 p.m. and the council approved the agenda and the Sept. 18 regular minutes. The council voted to pay bills totaling $114,348.66.
At 7:36 p.m. the council opened a public hearing on Ordinance No. 2025-10-16.000, to abandon an alley pursuant to MCL 67.13. No members of the public spoke. A motion by Councilmember Fairbotham, supported by Councilmember Powers-Taylor, to adopt the ordinance passed on a unanimous roll call vote. The hearing was closed at 7:43 p.m.
On a separate measure, President Ogden moved, with support from Councilmember Cattell, to adopt an amendment to the Village Municode Appendix A (rates and charges) adjusting water-system rates and charges. The motion passed on roll call; Trustee Amy Good cast the lone nay.
The council approved several administrative and contractual items. The council tabled the police-department union contract on a motion by President Ogden. The council approved removing Santana Luettgen from all Choice One Bank accounts for the Village of Stockbridge on a motion by Powers-Taylor, supported by Cattell. The Stockbridge Downtown Development Authority budget amendment was approved as written, and the council approved construction of a cement slab in Veterans Park following a motion by President Ogden.
Contracts approved included the Gracon contract and a police-department storage agreement with L&B Outlet; both were approved by motions recorded with unanimous roll-call ayes. The council also voted to appoint Heather Armstrong as the authorized signer to submit an intent-to-apply for water and sewer grant funding through the Michigan Department of Environment, Great Lakes, and Energy State Revolving Fund program (EGLE SRF); that motion passed unanimously.
During council comments, Fairbotham noted a missing culvert fence and upcoming Halloween preparations; Powers-Taylor thanked Morehouse and Good for their discussion on the rate study; and Cattell referenced the manager’s resignation, saying she hoped it would be withdrawn. In public comment, resident Dan Wilson thanked the SDDA for funding façade improvements to the Mason Building.
The council scheduled several upcoming meetings, and on a motion by Powers-Taylor supported by Cattell adjourned at 9:05 p.m. The minutes were signed by Heather Armstrong, village manager.
