Reed City Council approves $3.06 million in bills, confirms city clerk and adopts 2026 meeting schedule and updated fees

Reed City’s council approved several administrative and fiscal actions at its Dec. 8, 2025 regular meeting, including the payment of $3,061,332.01 in city bills, confirmation of Chastity Eads as City Clerk, adoption of the 2026 council meeting schedule and an updated schedule of fees.
The council voted to pay $3,061,332.01 in outstanding bills following a motion by Councilmember Charles Lupo, seconded by Brad Nixon. The roll-call vote recorded yes votes from Nicole Woodside, Trevor Guiles, Lupo, Mayor Roger Meinert and Nixon; James Anderlohr and Nate Bailey were absent at the time of that item.
On the City Manager’s recommendation, the council confirmed Chastity Eads as City Clerk on a roll-call vote (mover: Trevor Guiles; seconder: Nicole Woodside). The minutes record yes votes from Nixon, Woodside, Bailey, Lupo, Meinert and Guiles; Anderlohr was absent.
Council adopted Resolution 2025-19 setting the 2026 meeting schedule (regular meetings on the second Monday of each month at 5:30 p.m., with the Nov. 9, 2026 meeting at 7 p.m.) after a motion by Woodside and second by Bailey. The resolution cites Section 6.1 of the City Charter requiring at least one regular meeting each month.
The council also adopted Resolution 2025-20, an updated schedule of fees effective Jan. 1, 2026. The adopted schedule lists detailed water and sewer charges (for example, a 5/8"–3/4" water ready-to-serve charge of $18.00 monthly and a water consumption charge of $2.71 per 1,000 gallons; sewer consumption charge $5.49 per 1,000 gallons), connection fees by meter size, residential garbage bag charges ($2.75 per bag effective Jan. 1, 2026; $2.86 on Jan. 1, 2027; $2.97 on Jan. 1, 2028), and various permit, licensing and cemetery fees. The fee resolution references statutory and charter authorities in the record.
Council approved Resolution 2025-21 naming Mayor Roger W. Meinert, Mayor Pro-Tem Trevor Guiles, City Clerk Chastity Eads and City Treasurer Kadee Kidd as authorized bank signatories, with two signatures required on checking accounts and one required for savings transfers.
Consent agenda items were approved by voice vote. The meeting record shows routine departmental reports filed by Fire Chief Jeffrey Stein, Police Chief Christopher Lockhart, DPW staff and Wastewater Treatment Plant Supervisor Curt Brackenrich, and a written financial report submitted by Treasurer Kadee Kidd.
