Reed City Council approves $2.09 million in bills, buys new loader and OKs multiple change orders; farmer’s market MOA passes 4–3

The Reed City Council on Nov. 10 approved payment of $2,085,566.70 in city bills, authorized several large purchases and contract change orders, and set a December review for a proposed rental registration ordinance.
The actions came during the regularly scheduled meeting at council chambers. Council voted to approve the agenda and the Oct. 13 minutes before taking up financial and operational items, including written reports filed by department heads and a financial report submitted by City Treasurer Kadee Kidd.
Major decisions included approving payment of $2,085,566.70 in bills (motion by Nicole Woodside, seconded by Trevor Guiles), and authorizing purchase of a new Volvo L70H2 loader for the Department of Public Works through MiDEAL for $210,676.82 (motion by Brad Nixon, seconded by James Anderlohr). Council also approved purchasing a magnetic bearing controller from Detroit Pump for $43,865.00 and accepted multiple construction change orders, including Pocket Park Change Order #3 with Gerber Construction for $33,580.10 and a DWSRF24 Change Order #5 for Ferguson for $8,638.52. Two wastewater treatment plant change orders were approved: a $63,381.51 decrease (EV Construction, CO #11) and a $247,355.90 increase (WRI Phase 1, CO #3). The motions were recorded by roll-call votes as shown in the meeting minutes.
On a split vote, the council approved the Reed City Farmer’s Market memorandum of understanding for 2026 as amended. The motion (moved by James Anderlohr, seconded by Nicole Woodside) passed 4–3 with yes votes from Anderlohr, Charles Lupo, Nate Bailey and Woodside and no votes from Mayor Roger Meinert, Trevor Guiles and Brad Nixon.
Council also approved changing City Hall hours to 8 a.m.–4:30 p.m.; the motion passed 5–2 (Mayor Meinert, Lupo, Nixon, Anderlohr and Bailey voting yes; Woodside and Guiles voting no).
The council noted Ordinance No. 1441 (rental registration) and instructed that the checklist and fees be reviewed at the December meeting. City Manager Rich Saladin reported paving work wrapping up for the year (Franklin and Sears streets and sections of W. Todd, W. Slosson and North Avenue), nearing completion of grants tied to the WRI Phase 1 and Pocket Park projects, and a likely special meeting to finalize change orders and pay applications. Saladin also thanked the Rotary Club for donated downtown tree lights ahead of the Evergreen Festival on Nov. 28 and noted Deputy Clerk Chastity Eads is training to replace Kristine Holmes ahead of Holmes’ final day.
Councilmember James Anderlohr commented that the town “looks good around town,” and Councilmember Nate Bailey told County Commissioner Russ Nehmer he has concerns about fees the Register of Deeds will be assessing. There were no audience comments. Mayor Roger Meinert adjourned the meeting at 6:49 p.m.
