City Manager Ellen Glass presented the scope and funding plan for the Loose Center annex remodel, describing a phased approach and funding sources. After a public attendee asked whether the work was a full redo or a remodel, Glass clarified the scope and several councilors and staff discussed abatement and remediation but confirmed appliances are not included in the project scope.
Council voted unanimously to approve the allocation of $100,000 in ARPA funds for Phase One with Case Construction, covering initial project management, permitting, structural reinforcement and critical exterior work (motion by Pam Howd, second by Denise Miller; roll call 7‑0). Council then approved $47,307 in Loose General Fund dollars for Phase Two with Case Construction for mechanical, electrical and contractor allowances (motion by Denise Miller, second by Thomas Hicks; roll call 7‑0).
City staff indicated Phase One will proceed with permitting and structural work managed by Case Construction and will return status updates to Council as required. The project will proceed under the contracted scope; no new appliances are included in the current contract.
