Bennet City Council adopts hazard plan, OKs five-year refuse contract and 6% pay raise for employees

The Bennet City Council on Dec. 8, 2025 adopted an updated Hazard Mitigation Plan, approved a five-year residential curbside pickup contract with Uribe Refuse Services and authorized a 6% cost-of-living increase for all city employees effective Jan. 1, 2026.
Mayor Ryan Cheney called the meeting to order at 7:04 p.m. and the council, by roll-call votes, moved through a series of consent and action items. City Engineer Brian Schuele described changes to the Hazard Mitigation Plan before the council approved Resolution 2025-11.3 to adopt the plan. The motion to adopt passed unanimously on the recorded votes.
The council approved an updated contract with Uribe Refuse Services for residential curbside pickup. Matt Blaser of Solheim Law Office explained that the contract term was changed from the original three-year bid to a five-year agreement with two annual options to renew; the contract covers residential curbside service only. The council’s roll-call vote to approve the agreement was recorded as affirmative.
Council members also reviewed performance specifications for a new maintenance building and authorized solicitation of bids with a required completion date of Aug. 31, 2026. The council moved and approved the solicitation following City Engineer Schuele’s presentation of the bid specifications.
On personnel matters, the council debated whether to set a fixed dollar amount or a percentage for employee increases and ultimately approved Resolution 2025.12-3 to increase city employee salaries by 6% effective Jan. 1, 2026. The increase was approved by roll call.
Other business: the council tabled further discussion of inspection costs and a lease renewal for the Post Office building until the January 2026 meeting; completed its annual reorganization by nominating and approving Pete Simmons as Council President; and confirmed committee appointments for 2026. The council entered closed session at 8:11 p.m. to discuss litigation and returned to open session at 8:36 p.m. The meeting adjourned at 8:37 p.m.
