Lincoln council approves zoning amendments to add solar, wind and battery-storage rules

The Village of Lincoln Council on Sept. 3 approved amendments to the Zoning Ordinance to regulate solar energy facilities, wind energy facilities and battery energy storage systems.
Planning Commission member Alicia Glick told the council the Planning Commission agreed to forward the amendments after a public hearing in August. Council member Schick moved, with support from Skuse, to adopt the proposed changes; a roll-call vote recorded Durham, Lucas, Potts, Schick, Skuse and Wambold as 'Aye' with no 'Nay' votes recorded in the minutes.
The adopted amendments add definitions (Article 2.1) for solar and wind energy facilities and battery energy storage systems; amend Section 4.0 to permit accessory solar panels in all districts by right and to add utility-scale solar energy facilities, utility-scale wind energy facilities and off-site battery energy storage systems to the Industrial district as special land uses; and add new supplemental development regulations as Sections 7.38–7.41 covering accessory solar panels, utility-scale solar, utility-scale wind facilities and off-site battery energy storage.
The council voted that the zoning amendments take effect on the eighth day following publication in the Alcona Review. The minutes note that the full Zoning Ordinance can be viewed on the village website at Villageoflincoln.com. The Planning Commission presentation and the council vote followed the public hearing track recorded in August; the minutes do not include titled staff reports or an expanded record of public comment for this item.
