Board approves IGA for post‑dissolution oversight of MHCRC committed funds; Portland to administer oversight

The Multnomah County Board of Commissioners approved an intergovernmental agreement on June 11 that assigns the City of Portland responsibility for oversight of Mount Hood Cable Regulatory Commission (MHCRC) committed funds that run past the MHCRC dissolution date.
Hayden Ferris, policy director for Commissioner Moyer, summarized the dissolution status and the IGA’s purpose: MHCRC historically collected cable franchise revenue and distributed funding to MetroEast, OpenSignal and other technology grants. With the MHCRC dissolved effective June 30, several jurisdictions agreed that Portland will provide oversight and compliance monitoring for the remaining committed grants. Ferris said the oversight cost to Portland is $19,115 over three years and that cable revenues available upon MHCRC dissolution should produce a small net to the county (staff estimated roughly $40,000).
Commissioners approved the IGA without public comment and asked staff to monitor Gresham's participation and other dynamic details as the multi-step process continues.
